WhatsApp Business API in Malaysia: pricing & how it works

The WhatsApp Business API is Meta's official way for a business to run WhatsApp from software instead of a single phone: many staff on one number, automated replies, order and appointment notifications, and an AI agent that answers at night. For most Malaysian SMEs it is the step up once the free WhatsApp Business app starts to buckle. This guide to the WhatsApp Business API in Malaysia covers what it is, how it works, what Meta charges per message in ringgit as of October 2026, and how to pick a provider.

If you want the short version: Meta charges per delivered message by category, customers messaging you is free, and the real decision is the software you put on top. That software is what our JomConnect omnichannel platform provides.

What is the WhatsApp Business API?

Meta calls it the WhatsApp Business Platform, and most businesses use its Cloud API, hosted by Meta. There is no app to download. You connect a phone number to a WhatsApp Business account, and a provider's software sends and receives messages through the API. Your customers see an ordinary WhatsApp chat with your business name.

On its own the API has no screen. You need a platform on top of it: an inbox for your team, contact records, templates, reports. That is why almost every business uses it through a provider rather than building their own.

The tipping point is usually people, not volume. When two or three staff are passing one phone around the shop, or customers wait until Monday because the person holding the phone is on leave, the free app has run its course.

How does the WhatsApp Business API work?

  1. Verify your business. Meta asks for business verification in Meta Business Manager, with your SSM details, and approves your display name.
  2. Register a number. A Malaysian mobile or landline number that can receive an SMS or voice call for the one-time code. A number registered on the API normally cannot also be used in the regular app, unless your provider supports Meta's coexistence option.
  3. Customers message you by tapping your number, a link or a QR code. That opens a 24-hour customer service window, which resets each time the customer writes again.
  4. Inside the window your team (or an AI agent) can reply freely with text, images, documents and voice notes.
  5. Outside the window you can only send a template: a pre-approved message such as an order update, appointment reminder or promotion. Meta reviews templates before you can use them.

Business-initiated messages also need the customer's opt-in. That matters under Malaysia's Personal Data Protection Act as well as Meta's rules: keep a record of how and when each customer agreed to hear from you.

WhatsApp Business API pricing in Malaysia (as of October 2026)

Meta has charged per delivered message since 1 July 2025, by category and by the recipient's country. Messages from customers to you are always free. The rates below are Meta's list rates for Malaysian (+60) numbers on the official WhatsApp Business Platform pricing page, effective 1 October 2026.

CategoryUsed forPer message (MYR)Per message (USD)
MarketingPromotions, offers, re-engagementRM0.3467USD 0.0860
UtilityOrder, delivery, booking and payment updatesRM0.0564USD 0.0140
AuthenticationOne-time passwords and login codesRM0.0564USD 0.0140
ServiceFree-form replies inside the 24-hour windowRM0.0564 after 1,000 free per monthUSD 0.0140

A few rules change the real bill:

  • 1,000 free service replies a month. Since 1 October 2026 Meta charges for service messages again, but every business phone number gets 1,000 free per month. They reset monthly and do not roll over.
  • Utility templates in the window are no longer free. From July 2025 to September 2026, a utility template sent while the customer service window was open cost nothing. Since 1 October 2026 it is charged at the utility rate.
  • Click-to-WhatsApp ads open a free window. When a customer messages you from a Click-to-WhatsApp ad and you reply, a free entry point window opens for up to seven days, in which Meta does not charge for marketing, utility, authentication or service messages.
  • Volume tiers. Utility and authentication rates drop as monthly volume rises. Marketing has no volume discount.
  • Currency. Meta bills in USD or, since 1 April 2026, in MYR. You choose when the messaging account is created and cannot simply switch later, so ask your provider which currency your account will use.

Meta only changes rates at the start of a quarter, so check the rate card again in January, April and July.

A worked example

A Klang Valley clinic group answers 3,000 customer replies a month, sends 800 appointment reminders and one 2,000-person promotion. Meta's share, at the October 2026 list rates:

  • Service: first 1,000 free, then 2,000 × RM0.0564 = RM112.80
  • Utility reminders: 800 × RM0.0564 = RM45.12
  • Marketing: 2,000 × RM0.3467 = RM693.40

About RM850 in total, and most of it is the one promotion. Conversations started by customers stay cheap; broadcasting is where the money goes.

Costs beyond Meta's fee

Meta's fee is only part of what you will pay. When you compare quotes, ask about each of these:

  • Platform licence per user, per agent or per conversation.
  • Markup on Meta's rates. Some providers pass Meta's fee through at cost; others add a margin per message.
  • Setup and onboarding: business verification, number registration, template approval, training.
  • AI usage: an AI agent may be priced separately from the inbox.
  • Other channels. If you also need website chat, email or phone, a WhatsApp-only tool means a second and third subscription later.

How to choose a WhatsApp Business API provider in Malaysia

  • Transparent Meta billing. You should see Meta's per-message charges separately from the software fee.
  • A real team inbox with assignment, internal notes and handover, not just a bulk-sending tool.
  • AI that hands over. An AI agent should answer from your own information and pass to a person when it is unsure, rather than guess.
  • Bahasa Malaysia and English. Your customers switch between the two mid-sentence; the AI and templates should cope.
  • Data location and PDPA terms in writing, including where conversations are stored.
  • Local support in your time zone, from people who will help with Meta verification and template rejections.
  • Room to grow into other channels without migrating again.

WhatsApp CRM: the inbox on top of the API

When people search for a "WhatsApp CRM" they usually mean the software layer described above: a shared inbox where several staff answer one WhatsApp number, plus a contact record that keeps every conversation with each customer. A good one also links WhatsApp to the rest of the relationship, so the agent replying can see last week's phone call and the invoice emailed yesterday. Work that takes longer than a chat, like a refund or a site visit, becomes a ticket with an owner. Our post on customer support ticketing systems covers that part.

How JomConnect handles WhatsApp

JomConnect connects to the official WhatsApp Business API and puts WhatsApp in one shared inbox with live chat on your website, email, phone calls, SMS, web forms and fax. Each customer has one profile and history across every channel, and your team can assign, share and hand over conversations.

  • AI agent, 24/7. It answers WhatsApp customers from your own knowledge base (documents, FAQs, website) in English, Bahasa Malaysia and more, and hands over to a person with the full conversation, creating a ticket, when it cannot answer. More on this in our guide to AI chatbots in Malaysia.
  • AI assist for staff: reply drafts, conversation summaries, and a suggested category and summary when a chat closes.
  • Saved replies with variables, internal notes, @mentions and team chat.
  • Voice in the same place. Call queues, recording and voicemail sit next to WhatsApp, so the contact centre and chat team share one view of the customer.
  • Reports by agent, team and channel.

JomConnect is hosted in Singapore under Malaysian PDPA terms, and JomCloud sets it up, trains your team and supports it. Pricing is by quote, based on your channels and team size.

Frequently asked questions

Is the WhatsApp Business API free?

No. Customers messaging you is free, and Meta gives each business phone number 1,000 free service replies a month, but Meta charges per delivered message for marketing, utility and authentication templates, and for service replies beyond the free tier. Providers also charge for their software.

How much does the WhatsApp API cost per message in Malaysia?

As of October 2026, Meta's Malaysia rates are about RM0.3467 (USD 0.086) per marketing message and RM0.0564 (USD 0.014) per utility, authentication or service message, with volume discounts on utility and authentication. Check Meta's current rate card before budgeting.

Does Meta bill in ringgit or US dollars?

Either. Meta added MYR billing on 1 April 2026, alongside USD. The currency is chosen when the WhatsApp messaging account is created and cannot be changed directly afterwards, so decide before you sign up.

Can I keep my existing WhatsApp number?

Usually yes. A number in the WhatsApp Business app can be moved to the API, but its chat history does not move with it, and a number on the API normally cannot also be used in the app unless your provider supports Meta's coexistence option. Many businesses use a separate number for the API.

What is a WhatsApp CRM?

A WhatsApp CRM is a shared inbox and customer record built on top of the WhatsApp Business API. Several staff answer the same number, conversations are assigned to owners, and each customer's full history sits in one profile alongside their calls and emails.

Put WhatsApp, calls and email in one inbox.

JomConnect runs on the official WhatsApp Business API, with an AI agent that answers 24/7 and hands over to your team.
